LADBS Express Permit vs Standard Permit: Which Do You Need?
Express Permits issue same-day for simple swaps with no drawings or plan check. Standard Permits cover everything structural, with plan check at 90% of the building permit fee.
- Express Permit: same-day issuance, no drawings, no plan check, per-fixture fee schedule. For simple swaps.
- Standard Permit: drawings required, plan check at 90% of permit fee, valuation-based pricing. For everything structural.
- Express applies through PermitLA online.
- If your scope adds new circuits, new pipe runs, or moves walls, you need Standard.
- Both pathways require a final on-site inspection.
- Express total cost: typically $50–$300. Standard total cost: typically $400–$5,000+.
- Eligibility is based on scope, not project size or dollar value.
The simple decision rule
Use Express if your scope is a direct same-for-same swap with no relocation, no new circuits, and no structural change. Use Standard for everything else.
What qualifies for Express
Per LADBS Express Permit eligibility, common scopes:
- Water heater replacement — same gallonage, same fuel, same location (see our water heater permit guide)
- HVAC equipment swap — same size, same Btu, no vent relocation
- Window replacement — same size, same type (see our windows permit guide)
- Re-roofing — same material class, single layer
- Fence or wall — under specific height limits
- Driveway or hardscape — same impervious footprint
- Single fixture install — faucet, toilet, garbage disposal in existing connection
What requires Standard (and plan check)
- Anything with new walls or wall removal
- New floor area (additions, ADUs, second stories)
- Moving any plumbing fixture to a new location
- Adding new electrical circuits beyond like-for-like
- Changing roof structure
- Tank-to-tankless water heater conversions (gas line resize)
- Most pool / spa work (see Permit360 scope guide)
- Resizing window openings
Which pathway does your project need?
The Permit360 scope guide answers this in 30 seconds. Pick what you’re actually doing — water heater swap, kitchen remodel, ADU — and we’ll tell you Express, Standard, or no permit needed, with the cost estimate to match.
Cost difference in real numbers
Same project, different pathway. Standard permit math (water heater conversion from tank to tankless, plumbing + electrical + mechanical):
- Plumbing Permit: $100
- Electrical Permit: $80
- Mechanical Permit: $60
- State surcharges + issuance: $80
- Total: $300–$400
Same-for-same tank water heater swap on Express:
- Express Plumbing Permit: $28
- State surcharges: $8
- Records management: $45
- Total: $80–$120
That’s a 3–4× difference because plan check (90% of building permit fee) doesn’t apply to Express. Use the Permit360 fee calculator for an exact estimate. For the broader fee structure, see how much an LADBS building permit costs in 2026.
Timeline difference
- Express: issued same-day to within 3 business days via PermitLA. Final inspection scheduled separately.
- Standard: 2–6 weeks for permit issuance after plans submitted, plus inspection cycles during construction.
How to apply for each
Express Permit
- Go to permitla.lacitydbs.org
- Sign in or create a free LADBS account
- Select your scope (water heater, HVAC, windows, etc.), answer 3–4 questions
- Pay online, download the permit
- Schedule the final inspection after work is complete
Standard Permit
- Have an architect or engineer prepare drawings
- Submit through ePlanLA or in-person at an LADBS counter
- Wait for plan check review (2–4 weeks first round)
- Respond to any corrections; submit revisions
- Pay permit fees at issuance
- Schedule inspections at each construction phase
- Final inspection signs off the project
Frequently asked questions
Which permit pathway is cheaper?
Express Permits are dramatically cheaper because they skip plan check, which is normally 90% of the building permit fee. A water heater swap costs $80–$120 on Express vs. $500+ on a standard pathway.
Can I always choose Express if my scope is small?
No. Eligibility is determined by scope, not project size. Even a $200 single-fixture install must go Standard if it adds new circuits or moves piping.
Where do I apply for an Express Permit?
Through PermitLA at permitla.lacitydbs.org. Online application, online payment, same-day or next-day issuance for most scopes.
What happens if I apply for Express but my scope doesn’t qualify?
LADBS will reject the Express application and redirect you to the standard plan check pathway. No penalty, but you lose the time spent on the Express attempt.
Does Express Permit still require an inspection?
Yes. Every permit requires final inspection. Express Permits skip the plan-check inspection (because there are no plans to check), but the on-site inspection after work is complete is still required.
